Its September announcement places the story expansion in the following year, so it should be understood as future content rather than part of the base game’s launch campaign. This matters when comparing editions, because announced future content and content playable in the original release are different parts of the purchasing offer.
The October launch update describes that DLC as a complete side story separate from the main campaign.
